"I only need CLB 7 — that is easy."

CLB 7 (IELTS 6.0 in all skills) is the minimum for eligibility, not competitiveness. With current CRS cutoff scores ranging from 480-520, candidates with only CLB 7 across the board (68 CRS points for language) rarely receive invitations unless they have strong scores in other categories.

"I should focus on Listening because it is the easiest to improve."

Listening is indeed the easiest skill to improve, but if your other skills are already at CLB 8-9, the marginal CRS gain from Listening improvements is small. Improving your weakest skill (usually Writing) gives you the biggest CRS boost.

"Taking the test again will give me a higher score."
